Are You Mandated for Making Tax Digital?

HMRC determines your mandate date based on qualifying gross income before expenses reported on an earlier tax return. Enter your figures to check which phase applies.

HMRC uses qualifying gross income declared on prior tax returns to set your start date:
Total sales/invoicing across all sole trader businesses before business expenses. Enter 0 if not self-employed.
£
Total gross rent received before deducting mortgage interest, repairs, or agent fees. Enter 0 if no rental income.

How HMRC Assesses Your Mandate Date:
  • Phase 1 (>£50,000): Mandated 6 April 2026 (assessed from 2024/25 return)
  • Phase 2 (>£30,000): Mandated 6 April 2027 (assessed from 2025/26 return)
  • Phase 3 (>£20,000): Mandated 6 April 2028 (assessed from 2026/27 return)
  • At or under £20,000: Not currently mandated (subject to future reviews)
Combined Qualifying Gross Income
£55,000
Phase 1: Mandated from 6 April 2026

Your combined gross qualifying income of £55,000 exceeds the £50,000 threshold. Under HMRC rules, if declared on your 2024/25 tax return, you are mandated under Phase 1 from 6 April 2026. You must keep digital records and submit four quarterly updates plus a Final Declaration using HMRC-compatible software.

The 4 Key Changes in Making Tax Digital

MTD for ITSA represents the biggest overhaul of UK individual taxation in three decades. Here is what has fundamentally changed for taxpayers.

01

Digital Record-Keeping

Paper receipts in a shoebox and disconnected spreadsheets with manual copy-paste are no longer permitted. Income and expenses must be captured digitally with unbroken audit links.

02

4 Quarterly Updates

Instead of one return filed 10 months after the year ends, you must send four summary updates of income and allowable expenses per year directly to HMRC using compliant software.

03

Final Declaration

After the four quarters, you submit a Final Declaration by 31 January. This is where personal tax reliefs, Section 24 adjustments, capital allowances, and balancing figures are finalised.

04

Points-Based Penalties

No penalty points apply to late quarterly updates during the transitional 2026/27 tax year. From the following year, each missed quarterly deadline normally generates one point; reaching four points triggers a £200 penalty.

Annual Compliance Schedule

Your MTD Quarterly Reporting Calendar

ℹ️ Tax payment dates remain 31 Jan & 31 Jul

Under HMRC rules, quarterly updates are cumulative from the beginning of the tax year. Each update covers from the start of the tax year (6 April) through to the end of that update period:

Update Cumulative Period Deadline What Is Included
Q1 6 April–5 July 7 August Cumulative income & allowable expense summary
Q2 6 April–5 October 7 November Cumulative income & allowable expense summary
Q3 6 April–5 January 7 February Cumulative income & allowable expense summary
Q4 6 April–5 April 7 May Cumulative income & allowable expense summary
Final Declaration & Tax Bill Full Tax Year 31 January (following year) Reliefs, Section 24 credits, allowances, final tax payment

MTD Rules for Property Landlords

  • Gross Rent Triggers Mandate: If your rental income is £55,000 but your net profit is only £10,000, you are still legally mandated under Phase 1.
  • Jointly Owned Properties: HMRC permits simplified quarterly reporting for joint owners, but each individual must still track their qualifying turnover share.
  • Section 24 Mortgage Relief: Mortgage interest is kept separate from property repairs during quarterly updates and factored into the 20% tax credit at year-end.
  • Limited Company SPVs Exempt: Properties held inside a limited company are not subject to MTD for ITSA (Corporation Tax MTD is deferred).

MTD Rules for Sole Traders & CIS

  • Multiple Businesses Combine: If you run a freelance consultancy (£35k) and an e-commerce side business (£18k), your combined gross turnover (£53k) mandates you under Phase 1.
  • Automated Open Banking Feeds: Connecting a business account eliminates manual transaction entry and ensures seamless quarterly reconciliations.
  • CIS Deductions: Subcontractors subject to Construction Industry Scheme deductions will have their monthly CIS tax certificates reconciled at year-end.
  • Digital Invoicing & Receipts: Mobile apps (Xero, QuickBooks, Dext) allow you to photograph receipts instantly so expenses are never lost.

Making Tax Digital FAQs

Clear answers to the most common questions regarding HMRC's MTD for ITSA rollout.

No. The four quarterly submissions are informational updates summarizing your income and expenses to HMRC. Your actual income tax and National Insurance payment deadlines do not change: they remain due by 31 January (balancing payment and first payment on account) and 31 July (second payment on account).
HMRC legislation explicitly defines MTD eligibility by qualifying gross income (total turnover before any expense deductions or finance costs). HMRC does this to standardise entry criteria. A landlord with £60,000 rent and £50,000 mortgage/expenses has a net profit of £10,000, but is mandated immediately under Phase 1.
Quarterly updates do not require complex tax accounting adjustments (such as capital allowances or Section 24 relief). If an omission or minor error occurs, it can be corrected in your next quarterly update or during the Final Declaration at year-end without penalties.
No penalty points apply to late quarterly updates during the transitional 2026/27 tax year. From the following year, each missed quarterly deadline normally generates one point; reaching four points triggers a £200 penalty, plus an additional £200 for each subsequent late quarterly update. Points expire after 24 months of full compliance. Note that quarterly updates remain legally required during 2026/27 even while penalty points are paused.
You can only use spreadsheets if they are digitally linked to an authorized MTD bridging application capable of sending data directly to HMRC's API. Manual re-typing or copy-and-pasting figures into an HMRC web portal is strictly prohibited. For most clients, dedicated software like Xero or QuickBooks is simpler and more reliable.
Each joint owner must assess their individual gross share of the property income. For example, if a property produces £70,000 gross rent and is owned 50/50, each spouse has £35,000 qualifying property income. They would not be mandated in Phase 1 (>£50k), but both would enter MTD under Phase 2 (>£30k from 6 April 2027). If each share were £25,000, they would join under Phase 3 (>£20k from 6 April 2028). Anyone with £20,000 or less is not currently mandated. HMRC also offers simplified quarterly reporting options for joint owners.
HMRC determines your mandate start date based on the gross qualifying income declared on an earlier Self Assessment tax return:

• 2024/25 tax return: Determines if you must start on 6 April 2026 (Phase 1, if gross income exceeds £50,000).
• 2025/26 tax return: Determines if you must start on 6 April 2027 (Phase 2, if gross income exceeds £30,000).
• 2026/27 tax return: Determines if you must start on 6 April 2028 (Phase 3, if gross income exceeds £20,000).

If your gross qualifying turnover remains at or below £20,000, you are not currently mandated to use MTD and continue using standard annual Self Assessment returns, subject to future statutory changes and exemptions.
